Answer: No, they are unlikely to fit since the axle shafts with nuts are typically wider diameter than the hole on the rack which is designed specifically for the QR skewer. -

Is this for the pair?
Answer: Yes, it's a pair and includes the skewer you'll need. Note that the skewer provided will not fit without the racks, it's too long. -

Will it fit fat bikes without suspension but with disc brakes?
Answer: It should fit, but you may need to get a longer skewer at your local bike shop. The bottom end attaches to the axle and each bracket is 15mm thick, so you need an extra 30mm length on the skewer. It comes with a 165mm quick-release skewer, which may not be long enough on your fat-bike. The top end attaches to the fork with a rubber-coated 2-inch U-bolt. You can get a different size U-bolt at any hardware store and it will fit the slots on the rack, if your forks are different diameter. -
